Star themed eyes, as the title suggests the inspiration came from pulsars, which are rotating neutron stars. Think of a lighthouse of sorts that's spinning it's light... of radiation...
For the glow use Atramentum Luminis, and as for the gradient colors use Gradient Eyes.
Updated to DT! The glow is disabled by default, to enable it you have to go to advanced editing. Go to materials tab and select the material file being used (should be highlighted), within the file look for material constants and underneath it you should find "g_EmissiveColor". That will be how you adjust your glow intensity and color! Don't forget to hit save to file afterwards!
