An upscale of Tsar's Pleats & Ruffles to Westlaketea's W25.
This upscale has a couple of additional toggles that weren't present in the original because I am a fiend for a good toggle.
I have also separated the boots from the pants so you can change your shoes out/use this mod's shoe elsewhere!
There is also a no bulge option for those who prefer that.
!!! Please note that there is a small band of skin around the waist that may clip with extreme C+ scaling, but it should be fine for most use cases. !!!
