Author's Comments:
Replaces "Wayfarer's Tabard" with a TBSE-Q mashup consisting of:
"Wayfarer's Tabard" scarf and waist equipment.
"Atrophy Bliaud" cape. Working physics, dyeable.
"Viera Harness" chest and forearm straps.
Fixed for Dawntrail. Also now includes an option with the Viera Harness shoulder plate.
Requires IVCS version 2.
Note - Dye Slot 1 will dye the cape, Slot 2 will dye the shoulder plate, scarf, and a few other pieces.
